Influencing Change: Community College Leads the Way

In 2000, the Abbott VI decision (NJ State Supreme court) required all preschool teachers in Abbott (29 urban and rural poor school district) classrooms to obtain their Bachelor’s degree and P-3 (preschool to grade three) teacher certification by 2004. For many prospective early childhood teachers, attaining that goal was fraught with difficult. One of the barriers to attainment was New Jersey’s higher education system.

Many Abbott preschool teachers began their formal education at the community colleges. When it was time to transfer to a four year institution however, those teachers found that many of the courses they took at the community colleges were not transferring towards their major.

Educators and advocates realized that if New Jersey was going to have an adequate supply of qualified preschool teachers to work for the public school system, its higher education system needed to better meet the needs of nontraditional students. Reform began with prospective early childhood teachers.

Participants in this program will be provided with:
• A brief overview of the Abbott preschool decisions;
• The status of the higher education system at the time Court mandate;
• Why reform was so important;
• Description of the changes made; and
• Information on how faculty, advisors and administrators can help students articulate seamlessly from 2 to 4 year institutions.
• Provide advocates of community college education with tools for gaining the interest of their state legislators in order to initiate change in the higher education system.

Reform is needed in the way 4 year institutions regard 2 year teacher preparation programs. Hear about the impetus for change in NJ, and why faculty, advisors and administrators from all levels of higher education together developed a plan for degree articulation. Advocates will gather tools for gaining the interest of their state legislators for initiating change in the higher education system.
